That depth of water sounds a tad too shallow to use with any kind of filtration except maybe undergravel, and those filters are practically useless. You should at least aim for ten inches.. But the not basking thing sounds kind of serious to me. Turtles need to get out of the water sometime. Maybe your turtle is just afraid of you still? If not, you need to review your basking site. Maybe she just can’t climb up there. I was using a plexiglass slab a while back, and my two toed on one front hand female used to have an uphill battle getting up there. For water heaters, I will always swear by the Acura brand of heaters. They allow precise temperature control, not just some stupid blind knob turning like most under water heaters. I just noticed that you usually have to set the temperature three or five degrees higher than what you actually want just to be safe. Accura heaters are oddly missing from most chain pet stores here, but they can be found at smaller mall pet shops like Pet City, or Petland Discounts.
