Floating? This usally has little to do with salt content. Salt water is heavier than fresh anyways. If a turtle is overweight or gravid they usually have the opposite problem (cannot fill their lungs completely). The usual cause of floating stems from an infection in the respiratory tract. More temporary submersion problems occur if they have been out of the water for extended periods of time and seem to not deflate their lungs enough to submerge (querky behavior).
