Interesting Gamera, I will call you this without another name. The play sand will cloud the water fro months if not longer. It is full of fine sediment. The filter will work fine for the tank with gravel or crushed coral as a substrate. The 90gal is a beautiful tank. It is tall but not a problem for a yearling turtle or older. Map turtles are found at depths of 40ft+ in heavy currents. Shallow water frequently leads to their demise. If you get a hatchling, 3-8 inches of water is good to start (10gal). The food sticks or other such commercial food is best for them as a staple. Run some fish of any sort other than Oscars, jaguars, butter cichlids. This will help balance and clean the tank. Any small affordable fish would be good just not the previously mentioned due to them being large and territorial. I have had these species kill my turtles. Any other large predator should be avoided as well. Start with another small red ear or map and fish. After things look stable then look for your malaclemys. You will probably have to change you water many times to clear it up, and you may just want to replace it with rinsed pea gravel or crushed coral. I have a 45gal, 110gal, 212gal, and a few smaller tanks. They love the room and depth. Hope this is a start, Scott
