basking temp.

I noticed that my turtle tends to bask more when the temp. is at about 91. I know the basking temp. should be in the mid 80s. Would 91 be okay or too much on the high side? I was thinking of either raising the basking temp to 91 all the time or lowering the water temp. Which would be better?
The Ideal water temperature is 82 degrees and a basking temperature of 91 is just fine. RCFTX (long time breeder of high white Concentrics and Ornates)
