canister v. submersible filter

I am beginning to set up a 75 gallon tank for two texas dbt hatchlings I plan to purchase in a week or so. I am questioning the type of filter to use in the tank. I am afraid that if I get a submersible filter it will not provide adequate power, plus I will most likely need to provide biological filtration through another source. But, on the other hand, I worry that the canister filter (like the Eheim Pro II 2028 that I was looking at) will not circulate the water properly if the tank is not filled with water. If anyone runs a submersible or canister filter can you please let me know how well they function. Thanks!

It has to be cleaned about twice a month to do a good job. I also use an undergravel filter with 4 strong powerheads for biological filtration, however. Cindy
