Lighting Amount Question

I have uv/uvb lighting and the heat lamp as any setup would. My question is concerning what is the most ideal mix for time of having these lights on. I have been just keeping them on all day and night 24/7 but Im sure that there is a better way to handle this. For those who read my post awhile back about my turtle living with my 7 fish, it was..yes was 5 tiger barbs and 2 albino gourami.. its now 2 tiger barbs and 2 gourami. apparently dbts like the taste of the barbs because he ate 3 today after being fed krill yesterday. hmm.
