I’m not an expert but I’ll throw in my two cents. If the eyes are swollen it could means a vitamin deficiency or a water quality issue. With the other behavior and lack of eating I would lean towards an infection. Depending on where the turtles came from or what you feed them there could be a parasite. In order for anyone to guess at the problem you may want to post: the age and size of the babies, the size of the tank they are in, what kind of lighting they have (UVB?), what you normally feed them, the temperature of the water, how you filter or how often you change the water. Almost all problems stem from poor water quality, inadequate diet, or improper lighting. Unfortunately, just fixing the above now may not be enough. What I would do is 1)contact a knowledgeable vet (very soon) and see about getting some antibiotics 2) separate the turtles if possible, 3)evaluate whether your water is clean {buy a water quality test kit and check the ammonia level–if you are not changing the water regularly this could be the source of the problem} 4) make sure the temp is warm 80F or so to encourage feeding.
