when should she go outside?

We’ve been having a nasty winter here in Iowa. There’s at least a foot of snow on the ground that is covered with a glazing of ice and another 2 inches on top of that. Luckily, our dbt has been doing the winter thing indoors. My question is, when is it warm enough for her to go outside for the season without shocking her too much? Her outdoor enclosure does not have heat lamps or nicely heated water. Is there a good temperature to determine when she goes out? Do we have to wait until the last freeze of the season (that may not be until May). I think she would be much happier outside!
